    既に発展途上国からの批判を受けている基金は、石 炭、バイオ燃料（アグロ燃料）、気候変動適応のため の公債、及び、産業国への排出削減への逃げ道となり うる炭素貿易枠組みや清浄技術（クリーン化技術）の ための資金に使用されるであろう。
